Capacity tracking for MessageHub Dedicated service

Currently we're in a very odd situation wrt to dedicated MessageHub. Basically, a customer pays for 100 partitions and then can see how many have been consumed overall. However, they cannot see which spaces have used partitions without laboriously visiting them one by one. So, if you create a new service instance, you might see "Partitions: 99 used / 100 maximum" in the UI but this instance actually has 0 partitions and could only use 1 more before hitting the limit. We need help from the team to provide an API that gives some kind of usage information break down.
