Fix custom domain setting for openwhisk functions api's in EU regions

:I require to have exposed api's that will use our own domains. That feature is in the documentation, however it is not available for EU regions (due to a bug ).

I made the apropriate ticket and the response was to register that as a idea here (don't undertand why but doing as instructed)
