If a customer has multiple projects with different resource groups it is hard to allow access to the activity tracker if it was created by a specific project. The documentation does not provide clear guidance on how to address this. If it was possible to create an instance at the region level, and one per resource group, then it would be possible for a development team to have access to just their solution and separate concerns away from the production operation team which will be more concerned about all events.

This can be accomplished by setting up a special resource group that only includes Activity Tracker instances to organize your IBM Cloud Activity Tracker instances for access and billing purposes.
