Add Spring Cloud Config Server

Pivotal WebServices provides service on Cloud Foundry level to all applications - Spring Cloud Config . It should solve several issues, eg extenalized configuration of cloud foundry application (.NET or Java) or allows to store secret configuration values in git repository which are decoded by Config Server and passed to appropriate application.
