NetScaler VPX license expiration notification in Case

In the Customer Portal, the NetScaler VPX license expiration date ticket was displayed in the ticket list.
Currently, the Case on the IBM Cloud console does not display a Case that tells us when the NetScaler VPX license expires.
Also, NetScaler users did not receive email notifications about the latest NetScaler VPX license expiration date.

Therefore, users using the IBM Cloud console are at great risk of not being aware of the NetScaler license expiration date.

What's more, today we suddenly lost access to the customer portal and can no longer see the NetScaler VPX license expiration notice.

Improve the malfunction of this function as soon as possible.
