The console provided by the GUI is very basic and has no ability to cutand paste from the window. Capturing an image doesn't really cut it for documentation, and some passwords need pasting.
Well aware that ssh can be used once the environment is available, but before reaching that point, a better console option would be more useful.

When you say "console" you mean "5250 emulator" ? You can use any 5250 emulator: Access Client Solutions (ACS), TN5250, Mocha 5250, etc.
But if you mean "Console" for maintenance operations on restricted state (no TCP services) there's a WA: You can set up the Service Tools Server LAN Adapter and then connect using ACS :

Hi,Thanks for the feedback - well aware of ssh, but only available once
the environment gets to a certain stage, debugging and initial startup
would be assisted by a better option for console.
Perhaps in the future someone can look at a better alternative.

VNC is a graphics protocol, so this is a permanent limitation.
You can always ssh to the OS and do a cut & paste from a remote shell.
