Allow all events to got a single Activity Tracker instance of our choosing

When we automate the creation of new sub-accounts, they currently will require an Activity Tracker in Frankfurt as well as Activity Trackers for other regions where resources may exist.

This means we will always need two ATs. We would rather just have one.
