With the myriad of shortcomings and issues with ibm cloud billing, requiring a credit number for a new ibm cloud account is forcing serious questions about IBM's tactics and intentions within customer organizations. A customer purchased a $100K subscription but must enter a credit card to verify the cloud account before they can apply their $100K subscription code?! Come on IBM - you are supposed to be Enterprise-scale but are demonstrating nothing more than one-man-band tactics. Further, this change was implemented November 1, 2021 with no announcement or documentation - raising even more doubt about IBM's transparency.

Hi, thanks for bringing this to our attention. Customers purchasing subscriptions should go to https://cloud.ibm.com/registration/trial for the time being to set up a trial account. In that account, they can apply their feature code to set up the subscription account with the credits they purchased.
We're currently working on a better way to make that happen, so until then this is the correct path to get set up with a new subscription account. Thanks for your patience with us!
