Ability to initiate an AIX memory dump on a non-responsive LPAR

When an LPAR becomes non-responsive AIX Support requires a system dump for analysis. With direct access to a HMC this is a simple operation, either through the GUI or in the CLI via the chsysstate command.

The PowerVS CLI provides the "pi instance-operation" command -- which allows the same options as the chsysstate HMC command -- but according to the documentation (and testing) this is only available for IBM i LPARs.

There are various pi commands that allow instance manipulations, but none of them -- including the seemingly obvious soft-reboot or hard-reboot -- have an option to start a dump.

We have been told that we can get a system dump started by opening a case with IaaS Operations, but experience shows that even a sev 1 can take an hour or more for initial contact. This is an unacceptable delay when a customer production system is unavailable.
