Deploy Schematics in br-sao

Our client is growing fast in south America and for some reason Schematics is not available in br-sao. So in order to automate the platforms with terraform, we need to declare at least 2 different providers pointing on different regions depending on what we intend to do : "br-sao" for general purpose and "us-south" for Schematics interactions.

Things would be much simpler if all services were available in br-sao, both in terms of network flows, and design consistency.
