add connection setting to enable connectivity between CPD aaS IKC and Reporting DB on Azure

The customer is working with CPDaaS in EU/FRA. The customer wants to use the DQ reporting service of IKC. For 
this reason the customer wants to store DQ reporting information within an Azure DB. The customer is not allowed
to store reporting information on CPD aas on IBM Cloud for legal reason. For this reason the customer has to  
connect via IBM Satellite to the target Reporting DB located on MS Azure. Setting up such a connection using 
needed IBM Satellite is not possible as there is no such configuration available.

The customer wants to have a configuration in IBM satellite where the customer can configure a connection between
IKC reporting and Azure DB in order to be compliant with legal constraints.
