Allow to disable EVENT notifications in the portal.

When logged in the portal and using the CLI or APIs to make changes in Power Virtual Server, the user in the portal receives all the notifications (if you are changing volumes, for instance, this can be a lot) and needs to wait untll they are closed or close manually one by one.

This is usability, not just an annoyance, and the notification management has nothing to do with do with this messages.
