KubeletConfig update from worker nodes

On HyperShift (ROKS) clusters, the KubeletConfig CRD is not available on the data plane. 

The Machine Config Operator runs in the hosted control plane, and kubelet configuration is managed through NodePool settings rather than KubeletConfig resources applied directly to the worker cluster. 

As a user, we would like to modify the kubelet configuration on worker nodes and persist these changes (e.g., updating registryPullQPS).
