HYBRID-GRID — Atomic-grid engineering view for hybrid infrastructure

IBM Cloud should provide an "atomic grid" engineering view of hybrid infrastructure: a fine-grained, cell-level map of every workload, dependency, and data flow across on-prem, private cloud, and public cloud, down to the smallest deployable unit. Hybrid estates are managed at the cluster or VPC level while failures and cost leaks happen at the cell level — the single overloaded node, the chatty cross-zone dependency, the forgotten dev namespace still burning budget. This proposal adds: (a) automatic discovery that renders the whole hybrid estate as an explorable grid; (b) per-cell health, cost, and dependency scoring; (c) change-impact simulation ("what breaks if this cell moves?") before migrations; (d) drift detection that flags cells diverging from their declared baseline. Benefits: migrations stop being guesswork, outage blast radius becomes visible before incidents, and FinOps teams can attribute hybrid spend to the actual cell consuming it. The grid is read-first — it observes without requiring agents on every host.
