Fixed public IPs manageable by user

Because sometimes, a VMs fails, so generate a new one creates a new IP, but if IP of first IP was given in a CVs or link in a forum, then it fails because it goes to the first failing IP.

    You can achieve this by using Portable Public IP address rather than default SoftLayer's Public IP address.
    https://knowledgelayer.softlayer.com/articles/static-and-portable-ip-blocks

    i.e. once you get the server, get another portable public IP and assign to that server of yours.
    then you use that portable public IP as a primary.
    if new replacement server is ready, then you can simply re-assign that portable public ip from old server to new server.
