Allow users to set much larger retention times on topics to support more use cases, including kappa architectures

Some use cases are not possible with Message Hub because the topic retention times are too small. One example is kappa architecture where you would like to reprocess your data after changing your stream processing logic.

Problem: you want to expose a data stream to a 3rd party. Solution option: Use Kafka and give 3rd party API key to Kafka. Problem: now 3rd party has admin access to your kafka instance and can do whatever they like with your kafka instance.
