Add secondary step before VSI can be deleted

Add requirement to type VSI name before it can be deleted in the same manner used for Kubernetes clusters.

Server status in the portal is automatically reflected even when shutdown is executed (not from portal actions menu, but) from OS function.

Fixed public IPs manageable by user

Because sometimes, a VMs fails, so generate a new one creates a new IP, but if IP of first IP was given in a CVs or link in a forum, then it fails because it goes to the first failing IP.
